The west-east power transmission is a measure that benefits the country and the people with one kill two birds with one stone. It can not only promote the development of the west, but also alleviate the shortage of resources in the east, and even greatly promote the problem of agriculture. After hearing this, Qian zhengying even said "very good" and asked Zhang Chunyuan to draft the proposal immediately. The proposal was signed by Qian Zhengying, Pan Jiazheng, Wang Siqi, Yuan Guolin and other five MEMBERS of the CPPCC. It was brought to the national two sessions in March 2000 and was regarded as the no. 1 proposal of the CPPCC and paid attention to by the state. Since then, the priority of hydropower, west power transmission to the east has become one of the western development strategies. Small irrigation and water conservancy is the foundation of agriculture, but for a long time, people think it is the matter of farmers, grass-roots county and township, do not get the attention of the society, let alone the support of the state. In 2004, Zhang Chunyuan organized successive director general of the Department of Agriculture and Water Resources of the Ministry of Water Resources, and experts from the China Agricultural Affairs Office and the Ministry of Agriculture to conduct research, and wrote a report on strengthening national irrigation and water conservancy construction and establishing a national small-scale irrigation and water conservancy construction fund.
